Mr. Thomas Foster Carter, M.D, age 83, of Westmoreland, TN, passed away Thursday, November 1st 2012 at his residence. Funeral services for Dr. Carter was held on Monday, November the 5th at 11:00 AM from the Westmoreland United Methodist Church with Bro. George Reed and Bro. Joe Strausbaugh officiating. Interment followed in Pleasant Grove Cemetery.

Dr. Carter was retired from his occupation as a General Practitioner after 42 years of service. He served in the army during the Korean War and continued to serve his community in a number of ways. Dr. Carter was a member of the Westmoreland city council and served as the Vice Mayor. He was also a member of the Tri-County Rural Co-op Board of directors, the First and Peoples Bank Board of Directors, Citizens Bank Board of Directors, Sumner Regional Medical Center Board of Directors. He was the Chief of staff at Sumner Regional Medical Center as well as the Medical Director of the Royal Care Nursing home (What is now Westmoreland Care and Rehab). He was a Director at Farm Bureau Insurance, a member of the local Lions Club, a member of the Westmoreland Chamber of Commerce and served with the Sumner County Board of Education. Thomas Foster Carter, M.D was a member of United Methodist Church.

Thomas Foster Carter, M.D was preceded in death by his Wife - Mary Ann Cobb Carter, his Father - Thomas Young Carter, M.D., Mother - Lillian Foster, Carter, Sister - Annie Jo Carter, Brother - William Douglas Carter.

He is survived by his: Son - Mark & wife Stefanie Carter of Gallatin, TN, Son - David & wife Vickie Carter of Westmoreland, Daughter - Beth & husband Chris Jones of Westmoreland, TN, as well as his loving Grandchildren Lily Carter, Ben Carter, Rachel Carter, Foster Carter, Alex Jones, Audrey Jones, Andrew Jones and Great Grand Daughter Abby Carter.

In lieu of flowers, the family has asked that memorial contributions be made to the Westmoreland United Methodist Church.
