At the April 8th, 2004, meeting of the RBS City Council a motion to appoint a committee to discuss annexation of one mile on each road leading out of RBS was approved. Council members in attendance, Bilbrey, Russell, Spivey, Roark, and Etheridge, were appointed to the committee. The committee will decide what areas, if any, to annex and will hold a public hearing on the matter after they have had a chance to meet. City Attorney, Gary Copas, cautioned the Council to make sure the public is well informed. "Educating the public about this," he said, "is very important."

About the issue of raising the sales tax by one half percent, which the School Board has asked the county for, in addition to asking that the county and cities of RBS and Lafayette donate to the School Board their portion of the tax hike so that improvements can be made and a new school can be built, Mayor Randal Gregory said, "I don't like it and it's a little bit of a gamble, but if we don't pass it, then the people have to pass it." He explained, "The School Board is asking through the county that we allow the county to raise the sales tax by one half percent. They have to get permission from each city to give it up. The city of Lafayette already has passed it.
