New county commissioners pass zoning

Many new faces could be seen at the September 9 meeting of the Committee as a Whole when 13 new county commissioners took their seats and the newly elected County Executive Glen Harold Donoho presided over the meeting.

County Executive Donoho stated that he hoped that this meeting could be done in an orderly manner as well as any meeting that he presides over.

The first item on the agenda was the election of County Court Officials.

They are: Glen H. Donoho, Chairman; Billy Bransford, Chairman Pro-Tem; Patrick Rick, Chaplain.

Billy Bransford was elected to serve on the Vocational School Board and Merlin Driver and Jerry Ray were elected to serve on the Highway Dept. Committee.

Executive Donoho also requested that he be allowed to form a committee to look into getting Health Insurance for all County employees. This motion was passed.

The new zoning laws are possibly on the mind of every Macon Countian.

A motion was made by Commissioner Melburn Cothron to resend motion #1 and defer it to the next meeting.

Motion #1, the new zoning law, was made at the meeting of the Macon County Board of Commissioners August 26, by Commissioner Tom Woosley and seconded by Commissioner Anna Dean Carter to adopt resolution #7 (zoning).

County Commissioner Scott Gammons moved that motion #11 from the August 26 meeting be rescinded, also stating, "Six-thousands dollars is a lot to spend on a painting when several people in Macon County need water."

County Executive Donoho stated that before the votes were taken if anyone wished to speak with Keith Scruggs, Zoning Enforcement Officer, he was there to answer any questions.

Commissioner Lindbergh Dennis stated, "I'm against this zoning. If we can't put what we want to on our land what type of freedom have we been fighting for."

Scruggs said, "All agricultural is exempt from this. You want to build a tobacco barn, you build one, you want to park a hay rake you park one. 90% of Macon County is zoned agricultural. Our county is farming. Basically all this is is a land use proposal. It does regulate rental property and how you develop property. We've built two new schools in the past twelve years and are staring down the barrel of building another one. The cause of that is because the western and middle part of Macon County has been blanketed with single wide mobile homes and it is drawing a lot of people in that have above average size families that are on government assistance and they are not paying any taxes on the county tax base. This is a way to direct the growth in Macon County. We just want it to be a better growth for Macon County."

Scruggs also stated that several of the guidelines are in place because of what the State of Tennessee is requiring, not just what Macon County is requiring.

A petition, with 688 signatures, was presented to the County Court against the new zoning laws.

Commissioner Merlin Driver said, "Let's just vote on whether or not we approve this zoning deal and get it over with right now."

Commissioner Gammons stated that we need to think more about it before we vote.

A motion was made to rescind the zoning motion and defer it to the next meeting. This motion was not passed and the new zoning laws were passed.

A motion was then made to defer the painting project of the mural at the Justice Center to the next Legislative Body.

In other business before the commissioners:

  • Passing of three resolutions

  • A public seminar will be held to discuss the new zoning laws

  • Passing of the August 26 minutes

  • Passing of three budget amendments

    The County Commissioners will meet in their next regularly scheduled meeting Monday, September 16, at 7 p.m.
