Macon County Commissioners meeting: MCJH football honored, Cathy White and Tim Day win appointments

The Macon Co. Legislative Body Committee of the Whole met last Monday night. The roll call showed all Commissioners present.

Mayor Linville moved first to a proclamation recognizing the MCJH Football Team for their outstanding performance this season. The team accomplished an undefeated season and captured the 2012 Middle Tennessee Football Championship. Six team members were named to the All-conference team; these included Seth Carlisle, Chandler Hudson, Markus Jones, Bailey Law, Jason Sewell and Tyler Swindle. The team coaches accepting the award on behalf of the team were; Nathan Wilson, Anthony Carter, Tim Greenhalgh and Chase Greenhalgh.

The appointment for the District #5 Constable seat vacated by the retirement of Rick Nobel was called for vote. Commissioner Anthony Bullington announced that he was not going to vote, citing his reason as his opinion that the Constables were no longer needed in Macon County and that they should be abolished as has been done in surrounding counties. There was no address to this and the vote proceeded. There were 5 candidates listed with two (John David and Benny Hudgens) not present, and three present, those being Brent Crowder, Kenny Davis and Timmy Day. Timmy Day won the appointment with 14 of the 19 available votes, Brent Crowder received 3 votes and Benny Hudgens received 1 vote.

In the appointment for the District #8 Commissioners seat, there were 3 candidates. These were Cathy White, Freddy Fuqua and Heather Spears. Cathy White won this vote with 12 while Freddy Fuqua received 6 votes and Heather Spears received 1 vote.

Motion #2 to approve resolution 51-11/2012 honoring MCHS Girls Golf team passed

Motion #3 to approve resolution 52-11/2012 honoring MCHS Boys Golf team passed

Motion #4 to approve 53-11/2012 honoring MCHS football passed

Motion #5 to approve 54-11/2012 recognizing Nurse Practitioners week passed

Resolution 55-11/2012 proclaiming November as Recycling Month in Macon County approved.

Motion #6 to approve budget amendment 1 (Sheriffs Department) passed

Motion #7 to approve budget amendment 2 (EMS) passed

Motion #8 to approve budget amendment 3 (EMS) passed

Motion #9 to approve budget amendment 4 (Circuit Court) passed

Motion #10 to approve budget amendment 5 (Animal Control) passed

Motion #11 to approve budget amendment 6 (Other Emergency Management- West Macon Rescue) passed

Motion #12 to appoint 4 member committee to work with school board on projects, passed. The committee members are; Tony Boles, Chris Wix, Scott Gammons, Dewayne Whittemore.

Motion #13 to do nothing on Sheriffs request for overtime pay for last years Firewatch program, unless made to do otherwise, passed.

Motion #14 to approve 2012/2013 committee list. Motion approved with amendments; (1) Adding Wanda O’Donahue, (2) add Mark Gammons back to the Policy and Procedures Committee, he was left off by mistake, (3) add Phillip Snow back to Budget Committee. Passed with amendments listed.

Motion #15 to post 20 MPH speed limit sign on Old Fox Run Road to meet citizens’ request, not because the existing speeds are deemed unsafe. Passed.

Motion #16 to approve EMS Quarterly Report, passed.

Motion #17 to require Constables to have 80 hours training during first year in office (elected or appointed) and 40 hours each year thereafter for each Constable. IF any Constable does not get required training as agreed upon mutually by Sheriffs’ Office, Commissioners and Constables Office, then that Constable will have powers of arrest suspended until required training is accomplished and documented and provided to Sheriffs’ Office and or County Commission.

Motion #18 to post 30 MPH sign on Barefoot Road to meet citizens request NOT because existing speed is deemed unsafe.

Discussion ensued as to what may be done about the high numbers of county road signs being stolen and the resulting problems such theft causes for emergency services. No decision.

Motion #19 to appoint a committee to work with Steve Jones to look into centralizing the 911 dispatchers at the new 911 building. Committee members are Scott Gammons, Dewayne Whittemore, Jerry Ray, Kenneth Whitte). Passed.

Meeting began at 0600 and motion to end meeting was made at approximately 8:00 PM.
